Hongkong without visas and suggested that a decision

as to whether these persons should be allowed to remain in the Colony should be left to the discretion of the Hongkong authorities.

4. In these circumstances I consider that the expenditure shown in the attached statement should be borne by the Hongkong Government and should not become a charge on His Majesty's Government in Great Britain. As it has not been possible to recover any of these expenses from the individuals concerned I have the honour to request that you will refund to me the sum of Hongkong $2873.50 for the credit of the Foreign Office.
